Doctor in History from the Federal Fluminense University (UFF). Master’s in Education from the State University of the Mid-West (Unicentro), in the program in agreement with the State University of Campinas (Unicamp). Graduated in Philosophy from the Federal University of Paraná (UFPR). Author of books and scientific articles, he was Rector of Unicentro, a university where he is an Adjunct Professor. From 2012 to 2014, he chaired the Paraná Association of Public Higher Education Institutions (APIESP), an institution that brings together the seven State Universities of Paraná. From 2016 to 2018, he was president of the Brazilian Association of Rectors of State and Municipal Universities (ABRUEM). ABRUEM is one of the most important Higher Education organizations in Brazil and Latin America, which seeks to permanently deepen discussions on priority topics for the Higher Education agenda. From 2019 to 2022, he served as Superintendent-General of Science, Technology and Higher Education of the State of Paraná. Since 2023, he has held the position of Secretary of Science, Technology and Higher Education of Paraná.
