Guila Calheiros

Guilherme Coutinho Calheiros, better known as Guila Calheiros, is the current Director of Planning and Management at Embrapii.

Previously, he served as Secretary of Technological Development and Innovation at the Ministry of Science, Technology and Innovation (MCTI), where he had a distinguished career in Brazil’s innovation and technology sector. He has an extensive background in innovation and technology, with over 20 years of experience in project management, fundraising, and planning of innovation-promoting environments.

Before taking the position at MCTI, Guila was Executive Superintendent of Anprotec, where he led the association during the pandemic, maintaining its growth and impact in the Brazilian innovation ecosystem, during which time the institution was awarded the National Medal of Scientific Merit. He was also Innovation Director at Porto Digital, during which period the technology park was recognized as the country’s leading innovation environment three times.

Guila has a solid academic background, holding a master’s degree in Production Engineering from the Federal University of Pernambuco (UFPE), a bachelor’s degree in Business Administration from the University of Pernambuco (UPE), and Project Management Professional (PMP) certification from the Project Management Institute. He has been a postgraduate professor at the Catholic University of Pernambuco (UNICAP) and has taught at various institutions over the years.

Throughout his career, Guila has held several prominent positions, including Institutional Relations Manager at CESAR, Secretary of Economic Development, Science, Technology and Innovation of Recife, and Vice President of Innovation Environments at the Inova Cities Forum. He is also a member of several important boards, including FINEP and CGEE.

His work has been instrumental in promoting public policies that encourage innovation, such as the Science and Technology Legal Framework and the Startups Legal Framework, while advocating for partnerships between government, universities, and companies to foster innovation in public service.
