He is a native of Medianeira, Paraná. Post-doctorate in History of Professional Education (UFPR-2016), Ph.D. in Social History (UnB-2007), Master’s in Education (UFPR-2002),
specialized in Public Management (IFPR-2010), specialized in Economic History (FUNCEP-1992), licensed in History (1986) and Electronics Technician (1983).
Retired professor of History of Science, Technique and Technology, and Philosophy at the Federal Institute of Paraná. In 2010, he was honored by the Ministry of Education with the Nilo Peçanha Medal, recognizing his work in favor of Brazilian professional and technological education. He was a Federal Deputy, manager at the Ministry of Education, and rector of the Federal Institute of Alagoas and the Federal Institute of Paraná. Currently, he is the Superintendent Director at Itaipu Parquetec.
